CEI is an independent supportive services provider founded in 1982 as the Construction Estimating Institute. With over 30 years of experience training and assisting construction professionals, CEI provides business development support, DBE certification assistance, technical and business management training, and DBE database support and bid matching services.

About the DBE Supportive Services Programs

The purpose of the DBE Supportive Services Program is to increase the number of certified DBE contractors and consultants doing business with FDOT and the dollar percentage awarded to DBEs, as well as contribute to DBEs' growth and eventual self-sufficiency, by assisting with learning how to do business with FDOT, how to comply with all required regulations, and by accomplishing the program's goals and objectives.


The following services are provided through the program:

  • DBE certification assistance to potentially qualified DBEs desiring work with FDOT
  • Orientations for new DBEs
  • Bid matching assistance
  • General matchmaking assistance
  • Capacity building and developmental assistance through the Business Development Program
